The University Grants Commission (UGC) through its Distance Education Bureau (DEB) has made it mandatory for all students enrolling in Open Distance Learning (ODL) and online programmes from the 2025-26 academic session onwards to create a DEB ID before completing their admission. This rule applies to all current admissions including the ongoing IGNOU July 2026 session.
Students who apply without a DEB ID will find their admission incomplete and invalid as per the latest UGC regulatory framework.
What Is a DEB ID?
- Full form: Distance Education Bureau Identification Number
- Issued at the official UGC-DEB portal: deb.ugc.ac.in
- Must be linked to your ABC ID (Academic Bank of Credits) created at abc.gov.in
- Tracks a student’s academic progress across distance and online institutions
- Ensures transparency, validity, and quality in the open education system
How to Create Your DEB ID
- First create your ABC ID at abc.gov.in (if you don’t have one)
- Visit deb.ugc.ac.in
- Register with your ABC ID and personal academic details
- Generate your DEB ID number
- Enter this DEB ID in your IGNOU or university admission form before submitting
Which Subjects Cannot Be Studied Through ODL or Online Mode?
As per UGC 2026 guidelines, the following are strictly prohibited in distance or online mode:
- Medical (MBBS, BDS, BAMS) and allied health sciences
- Pharmacy
- Engineering practical components
- Paramedical and clinical courses
Students enrolling in any ODL or online programme should verify their university’s approval status at deb.ugc.ac.in before paying fees. Degrees from unapproved institutions are not recognised for government jobs, UPSC, SSC, or banking recruitment.
