The Assam State School Education Board has announced ASSEB duplicate certificates for students affected by the recent floods in Upper Assam. The relief measure, notified after Chief Minister Himanta Biswa Sarma’s announcement, allows affected students to obtain lost academic documents without paying any fee. ASSEB Secretary Naranarayan Nath confirmed the update on 29 July 2026, clarifying that a self-declaration will now replace the previously required police report.
ASSEB Duplicate Certificates: What Has Been Announced
Nath said flood-affected students can apply for duplicate documents free of cost by submitting a self-certification declaring themselves as flood victims. The online application portal, which earlier required a police report, no longer needs one. The rest of the application process remains unchanged, except that applicants will not be charged the usual fee for duplicate issuance.
Who Can Apply and From Where
The facility is currently limited to flood-affected students from four Upper Assam districts: Charaideo, Sivasagar, Jorhat, and Golaghat. No deadline has been fixed for submitting applications so far. Nath added that the board remains in constant contact with schools across the state through email, WhatsApp groups, and phone calls, so students facing network disruptions in flood-hit areas can still reach out for assistance.
Documents Covered Under the ASSEB Relief Measure
According to Assam Minister of School Education Ranoj Pegu, the board will issue duplicate copies of the HSLC/AHM and HS Final Pass Certificates, Admit Cards, Marksheets, and Registration Cards free of cost. The decision comes after extensive flood damage left many students without their essential academic records ahead of admissions and job applications. Pegu said the ASSEB duplicate certificates scheme was designed specifically to ease the burden on families who lost home records, including school documents, in the deluge.
Officials noted that students who need these reissued papers for upcoming college admissions, scholarship applications, or job forms can expect the same turnaround time as a regular duplicate request, since the only procedural change is the waiver of the police report and the fee.
Part of a Wider Flood Relief Package
The ASSEB duplicate certificates document relief is one part of a larger education support package announced by the Assam government. Under the scheme, students in the worst-hit districts will receive book grants ranging from ₹1,000 for higher secondary students to ₹5,000 for postgraduate students, along with free textbooks and uniform assistance for all school students in affected areas.
Vulnerable families in Charaideo, Sivasagar, Jorhat, and Golaghat will also receive monthly support of ₹2,500 starting 1 August 2026 under the Orunodoi scheme. The broader relief package additionally includes enhanced ex gratia assistance of ₹4 lakh for families of flood victims, along with ₹15,000 cash aid for over one lakh severely affected households across the state.
