Chandigarh, February 29, 2024: The Haryana State Assembly has approved the ‘Haryana Registration and Regulation of Private Coaching Institutes Bill, 2024’ to govern such establishments for protecting student and parent interests better. This concludes a week of legislative activity during the budget session.
The bill tabled requires all private coaching centers to compulsorily register themselves failing which penalties of Rs 25,000 or Rs 1 lakh can be imposed for violations. Egregious non-compliance can even lead to blacklisting.

The state has witnessed rising instances of student exploitation, deficient safety standards, and unethical practices by certain coaching centers preparing students for exams like JEE, NEET, CUET, etc. The lack of regulations earlier necessitated this controlling legislation now passed.
It aims to address relevant gaps in light of the central Ministry of Education’s broad guidelines for coaching centers issued recently after multiple issues were highlighted. Haryana also undertook public consultations while drafting this bill ultimately tabled successfully.
By streamlining coaching center academics, fee models, teacher credentials, premises conditions, etc through stricter supervision, students can be shielded from distress. Neighboring states like Rajasthan, and Madhya Pradesh already enforce analogous acts.
